Former Operation Phoenix manager sentenced in San Bernardino

A former community center manager in San Bernardino’s anti-crime program was sentenced this morning to 28 years in state prison in his child molestation case.

Michael Steven Miller, 50, was sentenced according to a plea bargain that he had initiated with prosecutors. As part of that agreement, he admitted in March to 10 felony counts of committing a lewd act with a child and one count of a forcible lewd act.

Dressed in green jail garb, Miller sat and listened as one of the victims addressed the court at his sentencing hearing in San Bernardino Superior Court.

“You are not a human being. You have no heart or soul. No regret, no remorse and no conscience for what you did for so many years,” the victim read from a statement to the court.

Prosecutors had accepted Miller’s offer after consulting with the victims and their families. The resolution to the case means the victims will be spared from having to testify in public at a criminal trial, according to Deputy District Attorney Lynn M. Poncin.

Miller had managed an Operation Phoenix community center located on North Sierra Way at what is now Master’s Plan Church of the Nazarene.

Miller was arrested in July 2008. Prosecutors initially charged him with 24 felony counts, which included one each of committing a forcible lewd act with a child and possessing child pornography. The remaining 22 counts were for committing lewd acts with a minor.

The criminal complaint filed that same month in 2008 in San Bernardino Superior Court alleged Miller had three victims, one of whom was connected to activities at the Phoenix center, said Poncin. The crimes occurred from June 1997 to November 1998 and from October 2007 to July 2008.

San Bernardino council votes to send ultimatum to church after receiving sex offender memo

SAN BERNARDINO – The San Bernardino City Council voted late Monday night to send an ultimatum to a local church that hosts an Operation Phoenix youth center after council members received a leaked memo reporting that a registered sex offender had performed work on the premises.The council voted 5-0, following the recommendation of Councilwoman Wendy McCammack, to inform the leadership of First Church of the Nazarene that City Hall will stop paying rent to lease space at the church’s campus unless the congregation agrees to never allow any registered sex offenders to set foot on the facility.

Council members Esther Estrada, Tobin Brinker, Fred Shorett and Chas Kelley voted in favor of McCammack’s plan. Council members Dennis Baxter and Rikke Van Johnson were reportedly ill and not present at the meeting.

Representatives from First Church of the Nazarene were not present at the meeting to respond.

The unknown party who made a confidential memo into a public concern did so as little more than a month remains before the Nov. 3 city elections.

The sex offender issue arose Monday after an unknown party delivered a confidential memo to each council member’s place on the dais. The document was set out before the start of Monday’s council meeting.

The document, written by Police Chief Keith Kilmer, reported that a registered sex offender had performed work at the church, which is home to three children’s facilities, including city’s first Operation Phoenix recreational center.

Earlier this week, the Association of Community Organizations for Reform Now (ACORN) was caught on video trying to help set up a brothel for underage immigrant girls (thirteen 13-15 year olds) in San Bernardino where the profits would go to support the political career of an aspiring politician. In the video, many names were rattled off in what seemed like references by the ACORN employee who claimed to want to assist in the set up of this “business” in San Bernardino. Among the names mentioned was one Congressman Joe Baca, firm supporter of Operation Phoenix (Mayor Patrick Morris’s “anti-crime” campaign).

In his run for re-election in late 2006, Joe Baca claimed credit for his involvement in Operation Phoenix as a positive reason to re-elect him. Countless complaints of civil rights violations by Operation Phoenix officers and participants have been reported and complaints that CPS has unjustly placed families under investigation and removed children from their homes because of Operation Phoenix raids on the poorer parts of the city; however, no complaint of Operation Phoenix can be considered as vile as the alleged molestation of three children in the “community centers” by Operation Phoenix employee (at 144K per year salary), Mike Miller.

Recently, Mayor Patrick J. Morris has taken his “anti-crime” program to Washington and promoted it for use throughout the United States. Patrick Morris is an ex CPS judge who sits on the boards of directors to many non-profits, some of which are contracted by CPS and make money every time his Operation Phoenix program lands a child into the foster care system. He is currently seeking re-election in San Bernardino.

As it turns out, ACORN directly supported Patrick J. Morris’ Operation Phoenix at a San Bernardino City council meeting in late 2007. Some twenty ACORN members showed up in red vests in support of the communistic program and were recognized by the mayor and council there. Considering the molestations, ties to many non-profits and similarities between the general template suggested by ACORN for the brothel and Operation Phoenix affiliate non-profits, one has to consider if Operation Phoenix and the re-election of Patrick J. Morris are a good idea for San Bernardino at all, much less the United States.

Still, No Investigation Into Operation Phoenix

It has been over a year since sexual assault charges on multiple minors were brought against Mike Miller, employee of San Bernardino Mayor Patrick Morris’ Operation Phoenix Center (at $144K per year salary with no full job description and full access to small children), and there has yet to be a public investigation into Operation Phoenix. In fact, Patrick J. Morris has taken his “anti-crime” program idea to Washington to promote it for use throughout the United States of America. Such behavior has upset residents across the United States and concerns many civil rights activists.

According to residents in San Bernardino, it would seem that the right to be free from illegal search and seizure does not exist during so called “Operation Phoenix Sweeps” in San Bernardino, Ca. Many residents claim that officers involved in Operation Phoenix muscle their ways into local youths’ book bags and detain innocent citizens while officers “run” them for warrants in targeted areas. Some have even claimed that officers have planted evidence on them.

Operation Terrorization: Coming To A Neighborhood Near You!

A program started by San Bernardino City Mayor, Patrick J. Morris, supposedly developed to stop gang activity is being considered in Washington. The program, dubbed “Operation Phoenix,” was supposed to be a collaboration between law enforcement, social services, code enforcement and many others to “reach the community” through community centers, sweeps in high crime neighborhoods and block parties held to help “expose residents to services available to them.” These “services” were the judicial system, welfare, Child Protective Services/foster care, and code enforcement citations.

Since it’s inception, Operation Phoenix has purportedly lowered crime statistics; however, Steve Tibbetts, Criminology Professor at CSUSB, differed. Apparently, many crimes that would have been classified as “violent” crimes prior to Operation Phoenix have been reclassified to make it appear as if Operation Phoenix was actually working to lower crime when nothing could be further from the truth. It was reported that prior police chief, Michael Billdt, attempted to bully the professor into recanting his statement, but it did not work.

Former director of San Bernardino’s Operation Phoenix retires

Former Operation Phoenix and city Code Enforcement Director Glenn Baude recently accepted a retirement deal, he and officials confirmed Friday. Mayor Pat Morris recruited Baude to lead the fledgling anti-crime program in May 2006. Baude, 56, was one of San Bernardino’s more visible city leaders until July, when a key Operation Phoenix official was arrested on suspicion of child molestation and San Bernardino experienced a political eruption.
